State Technology Planning
GITA achieves statewide information technology coordination and planning
through the development of a Statewide Strategic IT Plan; an
Architectural IT Framework, Policies, Standards and Procedures; and
State Agency Planning, Standards Compliance, and Inventory Reporting.
IT managers at State agencies should be aware of the Statewide Strategic
IT Plan as it sets forth IT goals for each fiscal year. Agencies should also follow the State’s architectural framework
and related policies, standards and procedures. In addition, agencies are
required to submit annual planning, standards compliance and inventory
reports.
Agency Reporting Requirements
State Agency CEOs and CIOs have the statutory responsibility to complete
and submit information technology plans and reports to GITA in a timely
manner. To better facilitate reporting requirements, executive branch
agencies, boards and commissions have been separated into two groups
(Group 1 and Group 2) based upon their IT expenditures and critical
services provided to the state. The two groups complete reports and
assessments using different online applications and paper submissions as
follows:

The IT Plan establishes
strategic IT goals, objectives and performance measures of the
agency for the next four years for Group 1 agencies using the
online Planning Application, PARIS.
Group 2 agencies are requested to
complete a brief pull-down list and security questionnaire
regarding their current practices and future plans using the
online application TISA. |

Agency Standards Compliance
Assessment |
Group 1 agencies assess
their compliance to statewide policies and standards for the
ensuing four years. This assessment is part of the Strategic IT
plan for each agency and is entered using the online TISA
application. |

Agency IT Asset Inventory |
Both Group 1 and 2 agencies
update their IT asset inventory by submitting this information
online using the Information Services Inventory System (ISIS)
application. |

IT Surveys |
Periodically complete
IT-specific surveys relating to trends and issues for the state. |

Project Investment
Justification Form |
IT projects $25K and over must be justified
through submittal of this form and approved by GITA prior to the
expenditure of funds for the project. Projects $1million and
over also require Information Technology Authorization Committee
approval. |

Project Oversight |
Once approved, Projects are evaluated and monitored by the
Oversight group, through a series of status reporting and other
notification and documentation submittals, until completion |

Web-Related Development
Notice of Intent |
Prior to starting a
web-related development project a Notice of Intent submittal is
required. This establishes and enables a consistent look and
feel for all state agency web sites. |

Encryption Readiness Notice
of Intent |
Prior to purchasing and/or
implementation of an encryption solution the Encryption
Readiness Notice of Intent is submitted to GITA. |

Certifications and Training Opportunities
Project Management Certification
GITA has partnered with the Arizona Government University to offer a
State Project Management Certification program. This certification
program provides State and local government employees with the project
management skills to effectively and efficiently develop, implement and
monitor State projects.
Effective July 1, 2008, GITA and ITAC will require certain major and/or
agency critical projects be managed by State certified project managers.
