IT Project Review and Monitoring

To ensure that all IT projects are well planned and aligned with the State’s architectural standards, GITA reviews and monitors all projects over $25,000 utilizing the following tools:

Project Investment Justification

The Project Investment Justification (PIJ) provides executive branch agencies, boards and commissions with a standardized method to describe new or enhanced IT projects and investments. Before beginning an IT project valued over $25,000, every agency is required to develop a PIJ. The PIJ provides an assessment of the business and technical requirements, public value and benefits to the state, costs, risks and management sponsorship of the project. A PIJ valued at less than one million dollars is reviewed by GITA and approved or disapproved by the State CIO.

Information Technology Authorization Committee

The Information Technology Authorization Committee (ITAC) consists of public and private business and business IT leaders. The committee meets monthly to review IT projects and other Strategic IT issues as necessary. Any IT project valued over $1 million must be approved by the Information Technology Authorization Committee.

Project Oversight

Once an IT project is approved, GITA oversees the project through its development life cycle. As part of this process, Agencies provide GITA with periodic status reports and other documentation as needed. These reviews help ensure the projects are being managed in an appropriate manner, and sound business practices are being followed from IT and financial perspectives.

Project Management Certification Program

The State Project Management Certification program provides State employees with the necessary project management skills to effectively and efficiently develop, implement and manage State projects. These certifications help ensure that IT projects in the state will be completed on time and within budget. Beginning July 1, 2008, GITA and ITAC will require certain major and/or critical projects be managed by State certified project managers.
