Communications Unit Leader (COML)
Training & Recognition Program
Overview
A Communication Unit Leader (COML) is defined by the Department of Homeland Security (DHS) as a person that plans and manages the technical and operational aspects of the communications function during an all-hazards incident or event. The COML plays a critical role within the National Incident Management System (NIMS). COML responsibilities include developing plans for the effective use of incident
communications equipment and facilities, managing the
distribution of communications equipment to incident personnel,
and coordinating the installation and testing of communications
equipment.
COML Training
The All-Hazards Type III Communications Unit Leader (COML) class provides DHS approved
National
Incident Management System (NIMS) compliant instruction to
train emergency responders on how to serve as Communications
Unit Leaders during emergency operations. COML training will
qualify emergency responders to lead ICS communications units
if they possess the necessary prerequisites, including
knowledge of the following: local communications;
communications systems; and regional, State, and local

Upon completion of formal classroom training, students must complete and obtain sign-off on a comprehensive position-specific All-Hazards COML Task Book before they can be certified as an All-Hazards COML.

Arizona Regional COML Recognition Program
On September 20, 2011, the Public Safety Communications Advisory Commission approved the revised procedure for being recognized as an Arizona Regional Communication Unit Leader (COML). It is intended for those individuals who meet the recommended DHS all-hazards COML guidelines for eligibility, training and experience, and are requesting recognition as Arizona Regional Communication Unit Leaders.
This procedure applies to those individuals who meet the recommended DHS all-hazards COML guidelines for eligibility, training and experience, and are requesting recognition as Arizona Regional Communication Unit Leaders. It differs from the procedure followed for certification as a Red Card COML by the Arizona State Wildfire Qualification Review Committee under National Wildfire Coordinating Group (NWCG) guidelines. Red Card COMLs have already met many of the prerequisites for the Arizona Regional COML designation and are encouraged to complete the balance of the requirements outlined in this procedure to receive recognition as an Arizona Regional COML for all hazards.
