Arizona Interagency Radio System
The Arizona Interagency Radio
System (AIRS) is a suite of full-time, cross-banded mutual aid
channels designed to provide interoperable communications
capability to first responders of police, fire, and EMS
agencies, as well as other personnel of municipal, county,
state, tribal, federal agencies and approved non-governmental

Arizona Interoperable Channels Plan and Priority Programming Guide
The Arizona Interoperable Channels Plan establishes requirements and/or recommendations for programming of statewide interoperable channels into subscriber units and to provide guidance on the use of the interoperable channels during day-to-day and emergency use. The plan provides PSCC/SIEC requirements and recommendations for the VHF, UHF and 700 MHz interoperability spectrum. Administration of the interoperable portion of the 800 MHz spectrum is the responsibility of the 800 MHz NPSPAC Arizona Regional Review Committee. Therefore, while 800 MHz interoperability information is included for purposes of providing a complete reference, 800 MHz users are referred to the Arizona 800 MHz Regional Plan (Region 3 PR Docket 91-143) for requirements and recommendations regarding that spectrum band.
The Priority Programming Guide is intended to standardize and increase interoperable communications throughout the state in the VHF, UHF, 700 and 800 MHz bands. It is suggested the each agency incorporate these channels into their channel plan the next time their radios are programmed, but no later than the narrowbanding deadline of January 1, 2013.

Arizona Communications Unit Training Coordination Procedure
The Arizona Communications Unit Training Coordination Procedure describes the procedure for coordinating All-Hazards Communications Unit Training in Arizona. It serves as a guide for offering consistent and timely delivery of Training Courses to qualified individuals statewide. The procedure defines who appropriate instructors for this training are, how Arizona will develop a group of OEC approved Arizona based instructors and how individuals or agencies request Communications Unit Training.

Communications Unit Leader (COML) Standards
A Communication Unit Leader (COML) is defined by the Department of Homeland Security
(DHS) as a person that plans and manages the technical and operational aspects of the
communications function during an all-hazards incident or event. The COML plays a critical role
within the National Incident Management System (NIMS).
Arizona Regional All-Hazards COML Recognition Procedure Approved September 20, 2011. This document describes the procedure for being recognized as an Arizona Regional
Communication Unit Leader (COML). It is intended for those individuals who meet the
recommended DHS all-hazards COML guidelines for eligibility, training and experience, and are
requesting recognition as Arizona Regional Communication Unit Leaders.

NIMS Communications Unit Workgroup (NIMS-CU)
The NIMS Communications Unit Workgroup (NIMS-CU), appointed by the SIEC, reviews the qualifications of each applicant seeking initial or renewal recognition as an Arizona Regional COML and awards recognition to qualified applicants. The Workgroup is also responsible for maintaining a body of policies and procedures related to its work. These policies and procedures are subject to modification, review and approval by the SIEC.

NECP Milestones Applicable To State and Local Governments
The National Emergency Communications Plan (NECP) is the Nation's first strategic plan to improve emergency response communications. The vision of the NECP is to ensure emergency response personnel at all levels of government and across all disciplines, can communicate as needed, on demand and as authorized through improvements in communications operability, interoperability and continuity nationwide. The NECP identifies objectives, initiatives and milestones that are relevant to State and local governments to improve emergency communications for Federal, State, local, and tribal emergency responders across the Nation.
