National Emergency Communications Plan (NECP) Goal Two Evaluation - Planning Meeting

Overview

The Public Safety Interoperable Communications Office (PSIC) within the Government Information Technology Agency (GITA) is hosting a meeting, open to the public and interested stakeholders, to discuss NECP Goal Two.

Representatives from the Office of Emergency Communications (OEC) at the federal Department of Homeland Security will be on hand to present information regarding NECP Goal Two.

The federal presentation will be followed by a facilitated discussion among GITA-PSIC, Arizona Department of Homeland Security and stakeholders throughout Arizona regarding the State's methodology for measuring NECP Goal Two progress.

Participants will learn the criteria that will be used to measure their progress and how to prepare for these important evaluations which could impact their future homeland security funding.

Background

The Federal Department of Homeland Security is requiring local jurisdictions to demonstrate progress against NECP goals in order to continue to receive homeland security funding.

The National Emergency Communications Plan or NECP (www.safecomprogram.gov) sets goals for improving interoperability, operability and continuity of communications. NECP Goal Two requires 75% of areas (i.e., counties), other than Urban Area Security Initiative jurisdictions, to demonstrate response-level emergency communications within one hour for routine events involving multiple jurisdictions and agencies.

Outcome

The planned outcome from this meeting will be a draft high level NECP Goal Two Plan that jurisdictions in Arizona will need to comply with in order to continue to be eligible for homeland security funding.
