Integrating Communications Units Into the NIMS / ICS Structure
Workshop Information
The Public Safety Interoperable Communications (PSIC) Office, through a grant from the Department of Homeland Security, will be offering workshops to assist incident commanders, communications and operations staff, and public safety leadership to learn how to effectively integrate Communications Units into the National Incident Management System (NIMS) / Incident Command System (ICS). Each workshop will be facilitated by national experts in interoperable communications to assure that best practices and lessons learned nationally will be presented. This workshop was requested by multiple parties based on their experience with National Emergency Communications Plan (NECP) assessments.
Each workshop will focus on addressing communications-specific needs during an operational period and on the requirements for the communications unit planning process for subsequent operational periods. The workshop will start with a review of ICS for emergency response and support personnel tasked with implementing the NIMS/ICS principles, organization, and functions and emphasize establishing an organization that allows for interoperable communications among all levels of the organization.
Students will progress through a simulated incident (with emphasis on communications needs for the incident) and engage in command and general staff (strategy) meeting, tactics and plans meeting, development of an Incident Action Plan (IAP), and conduct of an operational briefing utilizing the IAP. Participants will develop a deeper understanding for command, plans, operations, logistics, and administrative cycles for each primary management function and how communications is integrated into the whole.
