Narrowbanding, Interoperable Communications & SHSGP

The March 1, 2010 deadline for agencies to submit an application for the FFY 2010 State Homeland Security Grant Program (SHSGP) is fast approaching. Complete information on the Homeland Security Grant Program, including Grant Guidance, is available on the Arizona Department of Homeland Security (AZDOHS) website.

One of several priorities for SHSGP is to "Strengthen Interoperable and Operable Communications Capabilities" (HSGP Priorities - page 8, FFY 2010 HSGP Grant Guidance).

Based on changes in the guidance this year, SHSGP funds can also be used to prepare for the January 1, 2013 narrowbanding deadline. FFY 2010 HSGP Grant Guidance specifically allows for developing and enhancing plans and protocols for activities associated with a conversion from wideband to narrowband voice channels (Section B - HSGP Allowable Expenses, Planning Activities Information, page 75, FFY 2010 HSGP Grant Guidance)

SHSGP also allows for the purchase of equipment in 21 allowable prevention, protection, response, and recovery equipment categories. The equipment categories and equipment standards for FFY 2010 HSGP are listed on the web-based version of the Authorized Equipment List (AEL) on the Responder Knowledge Base (RKB). Unless otherwise stated, equipment must meet all mandatory regulatory and/or DHS-adopted standards to be eligible for purchase using these funds. In addition, agencies will be responsible for obtaining and maintaining all necessary certifications and licenses for the requested equipment.

Further, states that are using FFY 2010 HSGP funds to purchase Interoperable Communications Equipment (Category 6) must consult SAFECOM's coordinated grant guidance, which outlines standards and equipment information to enhance interoperable communications. Finally, grantees are required to coordinate with other state and local partners in integrating their interoperable communications plans and projects as outlined in each State's Statewide Communication Interoperability Plan.
