Mary Beth Joublanc
Mary Beth is a licensed Arizona attorney with over 30 years experience in health care law, corporate compliance and risk management. She has extensive expertise with state and federal privacy compliance including 11 years as a registered record administrator in health information management. Prior to her service with the Statewide Information Security and Privacy Office (SISPO), Mary Beth was the Privacy Officer for the Catholic Healthcare West CareConnect electronic clinical information project. She also served for six years as the Chief Health Insurance Portability and Accountability Act (HIPAA) Compliance Officer for the Arizona Department of Health Services (ADHS) and was an active member of the State of Arizona HIPAA Task Force (HIPAAZ). In that role, she was responsible for the design, implementation, training and ongoing compliance of ADHS HIPAA Privacy and Security. She also collaborated on compliance matters involving HIPAA Standard Transactions and Code Sets. Mary Beth’s practice in the health care industry has involved numerous privacy and security matters in organizational settings including primary care, multi-facility systems, long term care, behavioral health, substance abuse treatment, boutique health centers and government facilities. She has practiced professional liability insurance defense and was a risk management advisor for health care providers (organizations and individuals) insured with a national professional liability carrier. She has investigated and successfully resolved state and federal regulatory compliance complaints served as a member of a government psychiatric hospital bioethics committee and chaired a government agency’s human subject’s research review board.
