Chief Privacy
Officer and HIPAA Coordinator Mary Beth is a licensed Arizona attorney with over 20 years experience in both private and public sectors focusing on state and federal privacy and security compliance, health care law, anti-fraud and abuse compliance, claims resolution and risk management. She has worked extensively with various health care organizations, including behavioral health and substance abuse treatment centers, in professional liability defense and was a chief HIPAA compliance officer for the Arizona Department of Health Services. In this role, she was responsible for the design and implementation, training and ongoing compliance of HIPAA Privacy and Security Rules and compliance oversight of HIPAA Transactions and Code Set standards. She has also investigated and successfully resolved state and federal regulatory complaints. Other professional experience includes service on two bio-ethics committees, chair of a government agency’s human subjects’ review board and recent appointee to an Institute of Medicine committee charged with review of the HIPAA Privacy Rule’s impact on human subjects’ research. In Mary Beth’s current role as Chief Privacy Officer and HIPAA Coordinator for the State of Arizona, she collaborates with other agencies and SISPO team members to enhance privacy policies and develop consistent best practices reflective of government business needs, transparency of government and the safeguard of citizen and employee information. Joublanc received a B.S. degree in Health Information Management from Seattle University and Juris Doctor from University of Arizona She is an active member of the Arizona State Bar, International Association of Privacy Professionals (IAPP) and has been a guest speaker for government and non-government organizations on Privacy and Regulatory Compliance. |
