Strategic Initiatives The GITA SIU supports the design and deployment of strategic technology projects in Arizona state government. At the inception of an initiative, or at critical stages of a project, the SIU organizes and manages technical resources to create and deliver solutions. SIU Core Competencies
Current Projects: Arizona 2-1-1 In 2004, Governor Janet Napolitano created the Governor's Council on
2-1-1 to plan and build a statewide 2-1-1 system to facilitate public
access to community, social service and homeland security information
and referrals. Arizona’s 2-1-1 system combines information from a wide
variety of health and human service providers through a single
information network easily accessible to caseworkers and the public at
www.az211.gov. Arizona
citizens may also access disaster response and homeland security
information through the 2-1-1 system, including assistance locating
disaster relief organizations and services, obtaining accurate updates
regarding threats and disasters and identifying opportunities to

By executive order, Governor Napolitano requested that the State
formulate and implement a strategy to enable electronic data exchange
across health care consumers, payers, providers, consumers, researchers
and government agencies. On April 4, 2006, that strategy was introduced in the
form of the
Arizona Health-e Connection Roadmap. GITA was instrumental in
the creation of the roadmap and the Arizona Health-e Connection, a
non-profit organization formed in 2007 to provide governance for the
implementation of the recommendations in the roadmap. SIU now works in
close collaboration with the Arizona Health-e Connection organization
and manages the
Rural Health
Information Technology Adoption (RHITA) grant program funded to
support the implementation of healthcare information technology and
healthcare information exchange among rural healthcare providers. e-Health Health Information Security and Privacy Collaboration (HISPC) SIU also manages the HISPC – Arizona Health Privacy Project which was first federally funded in 2006 to facilitate the sharing of electronic health records. GITA co-chairs a multi state collaborative to address the sharing of electronic health information across state lines, and serves on the National Cross-Collaborative Steering Committee for the HIPSC project.

Connection Google Partnership
The State of Arizona partnership with Google developed as the State
recognized the public increasingly turns to commercial search engines
such as Google, Yahoo, and MSN to access government resources. The
first phase of the partnership focused on making it easier for citizens
to search public information found online in State government databases
by implementing the sitemap protocol. Arizona also developed a Custom
Search Engine built on Google search technology to make it easier for
citizens to find information from multiple government sites. Currently,
402 government websites covering state, local, and tribal government
agencies in Arizona are available through the All Arizona Government
Search application. “Through this Google partnership, Arizona is
continuing to fulfill its responsibility to make State government as
open and accessible as possible,” announced Governor Janet Napolitano,
in April, 2007. GITA continues to reach out to government entities to
implement the sitemap protocol and to incorporate information and data
into the Arizona search engine. Efficiency Review
By executive order, the Governor’s Office of Efficiency Review was
formed in 2003 to coordinate and implement efficiencies in state
government operations. GITA provides support for Efficiency Review
initiatives by serving as Information Technology advisors and subject
matter experts on Implementation Teams and Working Groups. Currently,
SIU staff is engaged in efficiency reviews to implement web conferencing
and imaging across agency operations in the Executive Branch. AZ3D GITA, in partnership with the Arizona Department of Homeland Security and other state agencies, is researching the feasibility of creating a statewide visualization platform for Arizona. This system would integrate imagery and numerous datasets with geo-based attributes into a non-technical internet-based viewing environment – or ‘common operating picture.’ When integrated and displayed in a virtual environment, these datasets can be shared and utilized by state and local government emergency planners, first responders and other decision makers.
